Picard is a Denkyu-Kun that lives in Oysmi Town in Rainbow World. He wears a bright red outfit with a yellow lightning bolt on his chest, and has a rather frightening voice. His arms are jack plugs and he has the ability to electrocute his victims. He made his first (and so far only) appearance in Puzzle Bobble 2/Bust-A-Move 2.
Once an ordinary filament lightbulb made from tungsten wire and inert gas, he was able to emit light through current. He suddenly sparked to life one day and continued to shine for 100 years, after which, he suddenly gained will and consciousness.
He can be classed as a normal difficulty character. He can be tough, but he's certainly not among the toughest characters in Puzzle Bobble.
